Abstract
In any field there are some people who excel and some who do poorly; the United States House of Representatives should not be expected to be an exception. A purpose of this paper is to analyze those in the House who perform relatively poorly; their actions and voting. However, it should be noted that a determination of who is mediocre and what effects mediocrity has on voting cannot be expected to explain how or if this factor can be dealt with or eliminated.
